From PCW to RN: Start in Australia Sooner — and Pay Less Up Front

Transitional path PCW to RN

Can’t Afford the Full OBA Upfront? Explore the AusPath Transitional Pathway for Overseas Nurses

Updated 21 October 2026. All costs are in Australian dollars unless another currency is shown.

You are already a qualified nurse. You want to work in Australia, but paying for registration assessments, NCLEX, OSCE preparation, the OSCE examination and overseas travel before earning an Australian salary may be difficult.

For suitable candidates, there may be another option: secure a genuine Australian care-worker position first, then continue your RN registration journey while working and earning.

This is the idea behind the AusPath Transitional Pathway. It can reduce the amount you need to fund before starting work in Australia by postponing eligible nursing registration expenses.

The nursing registration costs are deferred, not removed. You still need to qualify for the care role, meet the relevant immigration requirements and complete your separate Australian RN registration process before working as an RN.

New to the Australian nursing journey? Start with our Free Top 10 Nurses Guide.

1. Who Is This Pathway For?

This article is for internationally qualified nurses who want to become Australian RNs but cannot comfortably pay the full outcomes-based assessment pathway costs upfront.

It may suit nurses who:

  • Already hold nursing qualifications and relevant employment experience.
  • Are willing and eligible to work in a genuine care-worker position.
  • Need time to save towards OSCE preparation, examinations and registration.
  • Can balance employment commitments with continued nursing preparation.
  • Have checked their nursing recency and other registration requirements before delaying their RN application.

Aged care is a key employment setting for this approach. An overseas nurse may be considered for a Personal Care Assistant, Personal Care Worker or Nursing Support Worker position, depending on the actual duties and applicable sponsorship arrangements.

The position must be genuine. The employer must need a care worker, and you must be willing to perform that role under its employment conditions.

2. How the Transitional Pathway Works

The direct RN pathway generally requires you to complete the relevant Australian registration stages before starting RN employment.

The transitional approach changes the timing:

  1. Confirm that you qualify for a suitable care-worker position.
  2. Secure an eligible employer opportunity and appropriate work rights.
  3. Start employment in the approved care role.
  4. Continue your RN preparation and save towards outstanding registration expenses.
  5. Complete the required examinations and Australian nursing registration.
  6. Secure an RN role and complete any required employment, nomination or visa changes.

This can improve cash flow. It does not guarantee a faster overall journey, a lower total cost or a later RN position.

A candidate who is already close to completing RN registration may be better placed to finish that process first. The decision should reflect your finances, recent nursing experience, registration eligibility and actual employment opportunities.

3. Compare the Two Routes

Question Direct RN Pathway Transitional Care-worker Pathway
What role do you initially pursue? Registered Nurse. An eligible care-worker role.
When do you complete OSCE and RN registration? Before starting RN employment. Later, if the pathway remains suitable, while separately progressing registration.
What is the financial advantage? You enter RN employment once eligible. You may defer significant RN expenses until you are earning.
Does care work replace RN registration? Not applicable. No.
Do PCW hours automatically count as RN practice? Not applicable. No. Acceptance must be checked for each requirement.
Is employment or sponsorship guaranteed? No. No.

4. Start by Checking Your RN Registration Position

Even if you cannot currently afford the OBA, understand your registration position before making a long-term decision.

Check the appropriate NMBA pathway and complete the Ahpra Self-check where directed. Your qualifications, registration and practice history determine the applicable assessment—not your nationality alone.

  • Stream A: qualifications assessed as substantially equivalent or based on similar competencies to an Australian approved qualification.
  • Stream B: relevant qualifications requiring further assessment, generally including the registered nurse OBA.
  • Stream C: qualifications that do not meet the relevant requirements for proceeding through the standard pathway; further education may be required.

Some internationally qualified registered nurses may qualify for a streamlined pathway based on eligible registration and RN practice in a comparable jurisdiction. Check this before assuming you must pay for NCLEX and OSCE.

A care job does not resolve a nursing qualification gap or remove outstanding registration requirements.

5. Is NCLEX Required Before Care-worker Sponsorship?

NCLEX-RN is not a general licensing requirement for a Personal Care Worker role. It belongs to the RN registration process.

Some employers may value a nurse who has already passed NCLEX because it demonstrates progress towards the candidate’s longer-term goal. However, NCLEX does not replace the qualifications, experience or assessment requirements for the nominated care occupation.

If you have already completed it, include that progress in your AusPath profile. If you have not, check whether completing it now fits your finances and registration plan.

Do not assume that every care-worker application requires you to pay the IQNM assessment fee or complete nursing examinations before being considered.

6. How Can an Employer Sponsor a Care Worker?

An employer cannot sponsor you simply because you are an overseas nurse. The actual care occupation, duties, employer approval and visa arrangements must qualify.

Relevant arrangements can include:

  • Aged Care Industry Labour Agreement: for eligible aged-care employers and specified direct care occupations.
  • Designated Area Migration Agreement: a regional framework with its own occupation lists and approval requirements.
  • Company-specific labour agreement: where an individually approved agreement covers the relevant position.

Not every aged-care employer holds an agreement, and not every care vacancy is eligible for sponsorship. A DAMA is a framework, not a standalone visa.

Occupation ANZSCO Code Relevant Assessment Authority
Nursing Support Worker 423312 ANMAC, where the assessment is required.
Personal Care Assistant 423313 ANMAC, where the assessment is required.
Aged or Disabled Carer 423111 Community Work Australia, where the assessment is required.

The job title “PCW” alone does not establish the correct occupation. Duties, setting and the agreement must be reviewed.

Read Home Affairs industry labour agreement information

7. Can Your Existing Nursing Background Support a Care Assessment?

Potentially. Your nursing qualifications and relevant employment may support the applicable care assessment, but acceptance is not automatic.

ANMAC’s Direct Care assessment covers Nursing Support Worker and Personal Care Assistant. Its current published fee is $545.

The current qualification route specifies relevant study of at least six months, completed face-to-face and including at least 120 hours of practical experience. An alternative route requires at least 12 months of relevant full-time paid experience within the preceding five years.

ANMAC’s current definition of relevant experience for this assessment includes nursing, direct care or aged care, while excluding midwifery, disability and childcare. Other occupations may require assessment through a different authority.

You must provide the required evidence. Where relying on an overseas nursing qualification, direct verification from your nursing regulator may be required.

A positive Direct Care assessment does not provide Australian RN registration.

A Brief Note on Certificate III

A relevant Certificate III may help some nurses prepare for Australian aged-care work or meet a particular employer’s expectations. However, qualified overseas nurses should first check whether their existing nursing qualification and experience already meet the applicable requirements.

Do not assume that you must purchase another qualification. Also, ANMAC’s current Direct Care page states that RPL is not accepted for that assessment route. Confirm acceptance before paying for any additional training.

8. The Main Financial Benefit: Defer the Expensive RN Stages

The transitional approach may let you postpone OSCE preparation, the OSCE examination and final RN registration costs until after starting eligible care employment.

You may also avoid a separate international trip solely for OSCE if you are already lawfully living in Australia. However, domestic travel, accommodation near the examination venue and time away from work may still be needed.

You still need a savings plan. Australian income must cover living costs and other commitments before it can fund nursing preparation.

Example A: Direct RN Pathway Costs

This is a Stream B example assuming first-attempt passes, IPASS review and AuRNPathway individual OSCE preparation.

Registration and Preparation ItemExample AUD Budget
Ahpra Self-check$0
AusPath basic candidate registration$0
IQNM assessment and Orientation Part 1$410
IPASS review: PHP 20,000 published schedule, rounded AUD allowance$550
NCLEX-RN registration and international scheduling: rounded allowance$550
Criminal history/police checks: allowance$200
English test, if required: allowance$450
AuRNPathway individual OSCE review$2,999
OSCE trip: return flights, accommodation, meals and transport allowance$2,500
OSCE-trip entry visa, if required: provisional allowance$250
OSCE examination: one sitting$4,000
Application for general nursing registration$346
General registration before any applicable NSW rebate$201
Documents, translations and courier allowance$250
Registration and Preparation Subtotal$12,706

Add a migration skills assessment only if your visa pathway requires it. For example, a $395 Modified ANMAC assessment would bring this subtotal to $13,101.

Separate Employment Visa and Relocation Flight

Additional ItemExample AUD Cost
Subclass 482 Skills in Demand: standard main applicant charge$4,015
One-way relocation flight allowance$1,500
Additional Visa and Flight Budget$5,515
Combined Example if Candidate Pays Both$18,221
Combined Example Including $395 ANMAC, if Required$18,616

Example B: Care-worker Entry Before Completing OBA

This example assumes your existing qualifications or experience are accepted and you do not need an additional course. It uses ANMAC Direct Care as an example; another assessment may apply.

Initial Care-pathway PreparationExample AUD Budget
AusPath basic registration$0
English test, if required: allowance$450
ANMAC Direct Care assessment, if required$545
Police and visa medical checks: allowance$600
Documents, translations and verification: allowance$250
Initial Preparation Subtotal$1,845

Separate Employment Visa and Relocation Flight

Additional ItemExample AUD Cost
Subclass 482 standard main applicant charge: check the applicable agreement and concessions$4,015
One-way relocation flight allowance$1,500
Additional Visa and Flight Budget$5,515
Combined Initial Example if Candidate Pays Both$7,360
Example if Employer Covers Both$1,845

These figures demonstrate a possible reduction in initial expenditure—not a discount on becoming an RN. Nursing preparation and registration remain outstanding.

If you choose to complete IQNM assessment, NCLEX or review before relocating, add those costs to your initial care-pathway budget.

Side-by-Side Initial Budget

Example Direct RN Care First, OBA Later
Preparation subtotal before employment visa and relocation flight $12,706 $1,845
Including standard 482 charge and relocation flight allowance $18,221 $7,360
If employer pays both those items $12,706 $1,845
RN preparation and registration still to complete? Included in the example, subject to successful outcomes. Yes—separate future expenditure.

These examples exclude applicant-specific extras, dependants, insurance, professional fees, repeat tests, additional training and initial settlement costs. They also exclude optional Platinum membership and any other separately purchased services.

9. What RN Expenses Remain After Arrival?

If none of the following stages has been completed, an illustrative later budget is:

Later RN StageExample AUD Budget
IQNM assessment and orientation$410
IPASS NCLEX review allowance$550
NCLEX examination allowance at current fees$550
AuRNPathway individual OSCE review$2,999
OSCE examination$4,000
Nursing registration application and registration$547
Illustrative Later RN Subtotal$9,056

Deduct stages genuinely completed. Add any required English testing, additional checks, domestic travel, accommodation, nursing skills assessment and later immigration changes.

Training and examination fees are separate. IPASS’s PHP 20,000 review schedule and the USD examination charges have been represented using rounded AUD allowances rather than guaranteed exchange rates.

NCLEX fee change: from 1 February 2027, the announced registration fee for Australian registration becomes USD 350. With USD 150 international scheduling where applicable, the total becomes USD 500 before taxes and conversion charges. Revise your budget if that fee applies.

10. Protect Your RN Eligibility While Working in Care

The biggest planning risk is assuming that all healthcare employment counts as nursing practice.

It does not. A care role may provide relevant Australian workplace experience without meeting a particular RN practice requirement.

RequirementHow to Treat PCW Hours
NMBA recency of practice Do not automatically count PCW hours. Confirm whether the actual role meets the relevant professional practice requirements.
Streamlined registration requiring RN practice Ordinary care-worker hours should not be treated as the required RN hours.
ANMAC nursing assessment Do not describe PCW employment as RN employment. Experience must meet the assessment and occupation requirements.
Care-worker assessment Relevant documented care employment may be accepted under its own rules.
RN migration experience Care employment is not automatically accepted towards experience required for an RN nomination or visa.

The NMBA recency standard generally refers to at least 450 hours of qualifying practice within the preceding five years, subject to the standard and individual circumstances. Qualifying practice can include clinical and non-clinical professional roles; the actual duties and scope matter.

Plan on the basis that ordinary PCW work may not maintain your RN recency unless the relevant authority confirms otherwise.

Example: Why a Delay Matters

A nurse who last worked in an RN role several years ago then spends another three years working exclusively as a PCW. Their Australian care experience has increased, but their gap since qualifying nursing practice may also have increased.

Earlier RN hours may fall outside the relevant assessment period. Additional education, assessment or re-entry requirements may become necessary.

Before committing:

  1. Record your last qualifying nursing employment date.
  2. Collect nursing registration records and statements of service showing duties and hours.
  3. Check your current registration and assessment eligibility.
  4. Ask Ahpra/NMBA and ANMAC about any uncertain experience.
  5. Set a realistic RN completion timeline and review it regularly.

11. English Requirements Are Separate

A care role may have different English requirements from RN registration, depending on the visa, agreement and employer.

Meeting a care-role threshold does not automatically satisfy the NMBA English language standard. Similarly, an English result accepted for registration may not establish the level needed for a particular migration points claim.

Check the applicable test, scores, validity and any exemptions before booking.

NMBA English language standard

12. Moving from Care Work to RN Employment

Once you meet the relevant registration requirements, you still need a genuine RN employment opportunity.

Your care employer may consider you for an RN vacancy, but this should not be assumed. Ask about any proposed future role without treating a verbal possibility as a guaranteed promotion.

If your visa is tied to a sponsored care occupation, registration does not automatically permit you to change to RN duties. An authorised migration professional should confirm any new nomination or visa requirements before you change roles.

Do not begin RN duties simply because you have passed OSCE. Confirm registration, employment approval and appropriate work rights first.

13. Visa Options and Permanent Residence

The applicable route depends on the occupation and individual circumstances.

  • Subclass 482 Skills in Demand: temporary employer sponsorship; eligible care roles may use the Labour Agreement stream.
  • Subclass 186 Employer Nomination Scheme: permanent employer-nominated migration where the relevant stream or agreement requirements are met.
  • Subclass 494 Skilled Employer Sponsored Regional: regional sponsorship where the occupation and arrangements qualify.
  • Subclass 191: a potential later permanent pathway for eligible regional visa holders.
  • Subclasses 189, 190 and 491: points-tested skilled options that may suit an eligible nurse with the required assessment, invitation or nomination.

Working as a PCW does not automatically qualify you for RN skilled migration. Permanent residence is not guaranteed after a fixed period of care work.

14. Who Pays for Visa and Flight Costs?

Some employers may cover your visa application charge, relocation flight or both. Others may reimburse specified costs after employment begins. Confirm the offer in writing.

Separate these employee expenses from employer sponsorship, nomination and levy obligations. Costs that cannot lawfully be passed to a worker must not be added to your personal budget.

Any proposed repayment clause should be reviewed on its actual terms. Do not assume every employer-funded expense can be recovered or that every repayment clause is automatically unlawful.

Filipino candidates should also confirm current DMW, Migrant Workers Office and deployment requirements. Approved contracts or Philippine rules may impose additional employer obligations concerning travel and other expenses.

15. Prepare and Save with AusPath Platinum

When money is the barrier, check eligible discounts before paying for review services.

AusPath Platinum currently advertises a seven-day trial followed by AUD $99 for 12 months. A card is required. Unless cancelled before the trial ends, the paid membership begins and renews annually until cancelled. Review current checkout terms.

Platinum adds advanced pathway planning, CV and application preparation, a personal AI career coach, webinars, guides and 50 non-expiring AI credits. Eligible healthcare members also receive healthcare learning access.

Eligible BenefitPotential Saving
IPASS NCLEX review voucherPHP 1,500
Eligible IPASS processing service fees10%
Eligible AuRNPathway OSCE preparation voucherAUD $200

If accepted against the $2,999 individual OSCE review, the $200 voucher reduces that review cost to $2,799. After a $99 membership fee, that benefit alone represents a potential $101 net saving, before eligible IPASS savings.

Check voucher expiry against your planned training date. If your OSCE is still some time away, do not assume today’s voucher will remain valid indefinitely.

Confirm provider acceptance, trial-period redemption and whether offers can be combined. Vouchers do not discount official examination or government charges.

17. Frequently Asked Questions

Is this a cheaper way to become an RN?

It may require less money before starting Australian employment because RN costs are postponed. It is not guaranteed to reduce the total cost of becoming an RN.

Do I have to complete NCLEX first?

Not as a general PCW requirement. Check the employer’s requirements and your separate RN plan.

Will my PCW hours count as RN hours?

Do not assume they will. They may not satisfy RN registration, recency, ANMAC nursing assessment or migration experience requirements.

Can I lose RN recency while working as a PCW?

Potentially. If your care role is not accepted as qualifying nursing practice, the gap since your last qualifying RN work continues to increase.

Do I need Certificate III if I am already a nurse?

Not automatically. It may help with some aged-care roles, but first check whether your existing qualification and experience meet the actual requirements.

Can I work while visiting Australia for OSCE?

A visitor visa does not permit ordinary employment. You need appropriate work rights and must comply with your visa conditions.

Will my care employer automatically employ me as an RN later?

No. There must be a suitable RN vacancy, employer agreement, registration and appropriate immigration arrangements.

Does the pathway guarantee permanent residence?

No. A separate eligible application and any required nomination are still necessary.

18. Start with the Right Information

You do not have to abandon your Australian nursing goal because you cannot fund every OBA expense today. A genuine care-worker opportunity may help you stage the costs—but only if it fits your qualifications, registration position and immigration eligibility.

Start by understanding your options, protecting your nursing eligibility and building a realistic budget.
